Enclosed is the adopted budget for the fiscal year beginning
October 1, 2011 and ending September 30, 2012.

Because of the financial condition of the City of Alto only
merit increases were given to some employees based on their
performance and responsibility. These merit increases were
given in the last budget year (2010-2011) but were taken back in
February 2011, during the General Fund Financial Crisis.

The council voted to adopt the Prior Year Tax Rate
(0.3337/$100) which is the same rate as last year. Because of
the down grade of the property valuation this rate will bring in
less revenue than last year.

The budget does call for a slight increase of 1.2% in the
garbage collection fee because of the increase in fuel cost. The
city has a five (5) year contract with Allied Waste that allows for
fuel increases only. The City of Alto regrets this increase but
hopes the service delivered by Allied Waste will compensate for
the small increase.

The adopted budget also reflects a dedicated effort to
ensure clarity and allow understanding by all citizens.

CITY OF ALTO INFORMATION:
The City of Alto is an incorporated community that is at the
junction of U.S. Highway 69 and State Highway 21 and 294, along
with Farm Roads 752 and 1911. Alto is located 11 miles South of
Rusk, Texas in Southern Cherokee County. With a population of
1225, Alto is rich in its heritage dating back to the Caddo Indians.
The City of Alto currently has 7 full time employees and a part time
judge.
